Committees at Union Council level play an equal and active role as envisaged in the devolution plan of the Government of Pakistan
Committees at union council level are formed, trained and start functioning
Councilors are actively utilizing their knowledge about their rights, obligations and responsibilities as community representatives at union council level
Councilors address the needs and requirements of their constituencies
Nazims and naib nazims at tehsil and district level are sensitized to ensure their support towards the union councilors
The project is implemented in the district of Attock targeting all the 72 union councils (UC’s) and 936 of its elected councilors including the members of the monitoring committees during a period of 20 months. The stakeholders of the proposed project are the Government of Punjab, CIDA-PIF and BEFARe including all those institutions and agencies which are involved in strengthening the devolution plan of the government of Pakistan. Political empowerment, i.e. the right to make appropriate and prudent decisions about one’s own life and that of one’s community on democratic principles is the route to economic and social empowerment. The project is to promote the functioning of various committees as a part of the capacity building initiative resulting enhanced and constructive outcomes at the union council and consequently at the community/local level. The committees that are benefited from the project are the monitoring, justice, accounts, ethics, finance, municipal services, works & services, education, code of conduct committee etc. at all the union council levels of the target area.
The direct beneficiaries of this intervention are the union councilors and members of the various committees constituted through their enhanced functioning at the level .Female councilors’ participation in the capacity building process is made an integral part of the project. The indirect beneficiary is the population of the district who are benefited from improved oversight of these committees through better functioning of respective councilors who are member of these committees.
The aim of this project is to enable the monitoring committees members to identify and solve problems confronted by their respective union councils and districts.
